A reverse image search shows that the image dates back to November 2025. It is actually a screenshot from a video originally recorded in Nigeria and posted online. In the video, the individual filming expresses shock at the volume of used condoms being removed from a soak-away system. The person filming explicity identifiesthe location as Nigeria.
