His office subsequently provided an official press statement with further details, clarifying the circumstances surrounding the incident at the Mbita Voter Registration Centre, located at Mbita Market in Livingstone.
According to the statement, the shooting took place at Mbita Voter Registration Centre in Livingstone on November 26, 2025, at 18:40 hours. This began when a group of individuals disrupted the voter registration exercise. The officer on duty fired a warning shot to disperse the crowd. When the group advanced toward him, he discharged a shot in self-defence and in defence of the Electoral Commission of Zambia (ECZ) staff and property. The bullets struck Chanda Bwalya and Maiko Mwaba, who were later taken from Maramba Clinic to Livingstone University Teaching Hospital (UTH) and admitted but were in a stable condition.

Furthermore, in a briefing delivered on November 28, 2025, UPND Secretary-General Batuke Imenda stated that those involved in the disruption were identified as UPND cadres. He explained that they had forced their way into the voter registration centre and demanded to be prioritised based on party affiliation, resulting in the harassment of citizens who had arrived earlier to register. Imenda announced that all cadres involved in the incident were dismissed forthwith from the party.
