U.S. Government not sending 1,000 election observers nor conducting a PVT in Zambia’s Elections

Claims that the U.S. Government is sending 1,000 election observers to Zambia and conducting a Parallel Vote Tabulation (PVT) during the 2026 General Election are false. iVerify Zambia verified the claims with the U.S. Embassy in Zambia, which confirmed that the U.S. Government is not conducting an election observation mission or a PVT exercise in Zambia.

Claim

On 14 July 2026, the Facebook page The Candidates published a post claiming that the United States Government was sending 1,000 election observers to Zambia to work with other organizations in monitoring the August 2026 General Election and that the U.S. would conduct a Parallel Vote Tabulation (PVT).

Transparency Note: In line with iVerify Zambia’s commitment to minimizing the spread of misinformation, we have not included a direct link to the misleading Facebook post in this report. Linking to false or misleading content can inadvertently amplify its reach and engagement. Where necessary, iVerify Zambia may reference or archive such content for verification purposes, but we encourage readers to rely on verified information presented in this fact-check, and other referenced credible sources.

Verdict: False

Rating Justification

To verify the claim, iVerify Zambia undertook the following steps:

  1. Reviewed the original claim

We examined the Facebook post to determine exactly what was being alleged. The post made two specific claims:

  1. That the United States Government was deploying 1,000 election observers to Zambia; and
  2. That these observers would conduct a Parallel Vote Tabulation (PVT) during the August 2026 General Election.

Both claims were assessed independently.

  1. Sought confirmation from the official source

Because the claim concerned an official activity allegedly undertaken by the U.S. Government, iVerify Zambia engaged the U.S. Embassy in Zambia, which is the official diplomatic representative of the United States in Zambia. The Embassy responded by providing an official clarification, which stated that:

  • The U.S. Government is not sending personnel to Zambia to conduct an election observation mission.
  • The U.S. Government is not conducting a Parallel Vote Tabulation (PVT) for Zambia’s August 2026 General Election.

In addition, the Embassy publicly responded to the Facebook post to correct the misinformation.

  1. Assessed whether official procedures had been followed

International election observation missions are ordinarily announced through official channels. Where the United States supports or participates in election observation, announcements are typically made through the U.S. Embassy, the U.S. Department of State, or the accredited observation mission itself. Such deployments are generally coordinated with the host country’s electoral authorities and communicated publicly before observers arrive. iVerify Zambia found no official announcement indicating that the United States Government was deploying 1,000 election observers to Zambia or conducting a PVT exercise. The absence of any official announcement, together with the Embassy’s explicit denial, demonstrates that the claim is unfounded, and is therefore false.

Why This Fact Check Matters

Claims about foreign governments’ involvement in election observation or vote verification can significantly shape public perceptions of the credibility and legitimacy of an electoral process. If left unchecked, such claims may fuel speculation, undermine trust in election institutions, heighten political tensions, and contribute to the spread of misinformation during a sensitive electoral period. Verifying such claims against official sources helps ensure that public discussions are guided by facts rather than rumours and supports confidence in Zambia’s democratic process. A Parallel Vote Tabulation (PVT) is an independent election observation methodology in which trained observers collect results from a representative sample of polling stations and aggregate the data to assess whether official election results are consistent with results recorded at polling stations. PVTs are typically conducted by accredited domestic or international election observation organisations, not by foreign governments acting independently, and require extensive preparation, accreditation, observer training, and public communication.

Conclusion

Based on the evidence gathered, iVerify Zambia finds the claim that the United States Government is sending 1,000 election observers to Zambia and will conduct a Parallel Vote Tabulation during the August 2026 General Election to be false. The claim is contradicted by an official statement from the U.S. Embassy in Zambia, which categorically denied both allegations. Furthermore, iVerify Zambia found no evidence of any official announcement or established diplomatic communication indicating that such a mission exists.

False claims about the involvement of foreign governments in electoral processes can mislead the public, fuel unnecessary speculation, and undermine confidence in democratic institutions. During elections, it is essential that information concerning election observation and international engagement is verified with official sources before it is published or shared. iVerify Zambia encourages media organisations, online publishers, and social media users to verify claims with authoritative sources and rely on evidence-based reporting to help safeguard the integrity of Zambia’s electoral information environment.
